Praying for issue of a writ of crtiorarified mandamus to call for the records relating to the letter No. 9173/E1/2009-2 dt 20.10.09 of the 1st respondent herein and quash the same and consequently direct the respondents 1 and 2 to grant approval to the petitioner for starting the Self-Financing Arts and Science College under the name and style of M/s.Vishwaksena Arts and Science College at Pollivakkam Thiruvallur from the academic year 2010-11 without insisting for fresh application.
