Writ Petitions filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the first respondent to issue orders regarding the petitioner's promotion to the post of Assistant Director of Sericulture by considering his representation dated 20.04.2018 and grant him all consequential benefits.

The writ petitioner made a submission that though the present writ petition is filed seeking promotion to the post of the Assistant, the panel itself was formed after the retirement of the writ petitioner. Thus, on the date of formation of the panel, the writ petitioner was not in service. Therefore, the grant of relief of promotion in the present writ petition does not arise at all.
