Mr. G. Krishnaraja, learned Government Counsel takes notice for the respondents. By consent of both the parties, this writ petition is taken up for final disposal at the time of admission itself.
2. The petitioner seeks to issue a Writ of Mandamus directing the respondents to consider her representation dated 05.08.2021 submitted to the respondents to confer the Hon'ble Chief Minister Youth Award 2020-2021 to her on the basis of the application dated 18.06.2021.

The petitioner claims herself to be an avid social worker and engaged herself in various social activities such as imparting education to the female children in Government Schools regarding women empowerment, child safety etc. The petitioner also claims that she along with her team were
instrumental in painting many flyovers in the City with artistic painting. Similarly, the petitioner, with the assistance of the third respondent, ensured that a ramp is provided for the differently-abled student at Chennai Middle School, Kannagi Nagar. According to the petitioner, on 14.12.2020 and on 25.01.2021, she casually interacted with the female students in a shelter home named Seers Girls Shelter Home and during such interaction, she came to know that the female children in the shelter were physically and sexually abused by the care-taker of the home and it was the petitioner, who had busted such a racket with the help of Child line authorities. The petitioner also claims herself to have been engaged in many other social work by teaming up with a Nongovernmental organisation. 4.
While so, the third respondent made a press release No.48 dated 11.06.2021 inviting applications from eligible persons for conferment of Honourable Chief Minister Youth Award. One of the conditions of eligibility is that the service rendered by the applicant is capable of being identified and evaluated and if the service had created an impact in the society, recommendations will be made by the third respondent to the District Youth Welfare and Sports Officials for selection of three men and women for the award on every Independence Day. According to the petitioner, she is fully qualified for being conferred with the award. Therefore, the petitioner submitted her application online on 18.06.2021 vide Reference ID: CMY20211924081 besides submitting three sets of hard copy to the District Youth Welfare and Sports Officer, Chennai on 21.06.
2021. However, to the dismay of the petitioner, her name has not been recommended for the award. The petitioner came to know that already the third respondent has recommended the names of three men and two women on 30.07.2021. While so, the petitioner anticipated that her name also will be recommended for the award. The petitioner also sent an e-mail to the respondents on 05.08.2021, but it did not evoke any response. Therefore, the present writ petition has been filed by the petitioner on 09.08.2021.
5. Heard the learned counsel for the petitioner. The learned counsel appearing for the respondents is not in a position to submit as to whether such application made by the petitioner has been received by the respondents or not. 6.
The petitioner has submitted her application for conferment of the award even as early as on 18.06.2021 on-line, which, according to her, has not been considered by the respondents so far. It is not known whether the petitioner fulfils the parameters laid down by the respondents for conferment of such an award. It is for the respondents to take a decision on the claim made by the petitioner. Therefore, without expressing any opinion on merits, this Court directs the respondents to consider the claim of the petitioner, if the petitioner is otherwise eligible and pass appropriate orders purely on merits, in accordance with the scheme, forthwith.
