ORDER

This application is filed to permit the learned Administrator General and Official Trustee ("AG & OT" for brevity) to donate 30 Units of JACK Direct drive single needle sewing machine complete set F5- HSN Code 8452 at a cost of Rs.7,10,600/- by purchasing the same from M/s.Sivasakthi Sewing Machine Company, No.65F/3, Bambalamman Kovil Street, Chettiyarpatti, Rajapalayam Taluk, Virudunagar District, Tamilnadu 626 122, to Grama Uthayam Self help group of Muthiahpuram, Thoothukudi.

2.During the Tree Plantation Programme organised by the Tamil Nadu State Legal Services Authority throughout the State, there was an interaction session with the public. One of the Senior Panel Advocates was invited to explain to the village population the nature of State and Central Government Schemes and the entitlement of citizens to avail the benefits of such Schemes.

At that time, one of the Members of the Women Self Help Group prayed for some legal assistance with Ms.R.Ishwarya, IAS, Additional Collector/Project Director, District Rural Development Agency, Thoothukudi, about the Schemes. The Additional Collector, though is convinced that the Women Self Help Group is entitled to the benefits of Government Schemes, for some technical reasons, could not consider the request of the members of the Women Self Help Group. The Executive Chairman of the Tamil Nadu State Legal Services Authority, however, wanted the members of the Women Self Help Group to address a letter to the learned AG & OT, if the request is for a bona fide cause and to serve public. Thereafter, it appears that the members of the Self Help Group made a requisition to the Additional Collector. The Additional Collector, in turn, based on the request given by the members of the Women Self Help Group, forwarded the representation submitted by the members of the Women Self Help Group to the learned AG & OT.

3.From the quotation submitted by the beneficiaries, it is seen that 30 Units of JACK Direct drive single needle sewing machine complete set F5-

HSN Code 8452 costs about Rs.7,20,000/- inclusive of GST excluding Transportation Charge. Thereafter, it appears that a revised quotation has been received by the learned AG & OT stating the cost of 30 Units of JACK Direct drive single needle sewing machine complete set F5- HSN Code 8452 as Rs.7,10,600/- inclusive of GST and Transportation Charge. The quotation is annexed in the typed set of papers.

4.It is reported by the learned AG & OT that the sewing machines empower the women in village to put their skills to productive use. Since the members of the Women Self Help Group are trained to use tailoring machines, if such machines are provided to the village population, the same would empower the women and uplift their living conditions. This Court is also convinced that the donation will also help to create more opportunities among village women population and would reduce dependency. 5.Learned AG & OT also indicated that there are accumulated funds in the Trust Estate of Mylai Kandappa Arunachala Chetty to meet out the

expenses. In the said circumstances, being satisfied with the bona fides of the cause and the fact that the commercial type of sewing machines is required to uplift and empower the women folk of rural side, this application is allowed and the leaned AG & OT is permitted to donate 30 Units of JACK Direct drive single needle sewing machine complete set F5- HSN Code 8452 at a cost of Rs.7,10,600/- by purchasing the same from M/s.Sivasakthi Sewing Machine Company, No.65F/3, Bambalamman Kovil Street, Chettiyarpatti, Rajapalayam Taluk, Virudunagar District, Tamilnadu 626 122, to Grama Uthayam Self help group of Muthiahpuram, Thoothukudi.
