This Criminal Original Petition has been filed praying praying to to direct the 2nd respondent police to register the complaint made by the petitioner dated 22.02.2015.

2. Heard Mr.S.Ganesan, learned counsel for the petitioner and Mr.C.Emalias, learned Additional Public Prosecutor appearing for the respondents.

3. No representation for the petitioner. The respondent police filed a counter affidavit, wherein in paragraph No.13, it is stated as follows:- https://hcservices.ecourts.gov.in/hcservices/

"13.I respectfully submit that since the complaint of the petitioner was disposed as petition enquiry as no case was made out towards the accusation of deliberate negligence, the question of registration of FIR as alleged by petitioner would not arise.

With regard to erection of banners anyhow action was initiated against political party the workers who erected the banners and the same are pending in Crime Nos.1170/2015 & 1186/2015 under sections 4(A) r/w 4(B) of the Tamil Nadu Open Place Prevention of Disfigurement Act 1959".
