ORDER

This writ petition has been filed to direct the respondents to consider the petitioner's representation dated 21.02.2026.

2. Ms.Inthu Karunakaran, learned Government's counsel, takes notice on behalf of the respondents.

3. By consent of the parties, the main petition is taken up for disposal in the stage of admission itself.

4. The learned counsel for the petitioner would submit that in this case, the petitioner had filed a representation dated 21.02.2026 requesting for issuance of computerized patta, pertaining to the subject property, based on the physical patta, which was already issued in favour of the petitioner. However, the said representation was not at all considered by the respondents till date. Hence, this petition.

In reply, the learned Government's counsel appearing for the respondent would submit that there is an unrelated 3rd party's name in the ARegister, pertaining to the subject property and hence, they are not in a position to consider the petitioner's application for issuance of computerized patta. Therefore, she requests this Court to pass appropriate orders.

6. Heard the learned counsel for the petitioner and the respondents and also perused the entire materials available on record.

In the case on hand, a representation dated 21.02.2026 was filed by the petitioner, requesting for issuance of computerized patta, pertaining to the subject property, based on the physical patta, which was already issued in favour of the petitioner. However, the said application was not at all considered by the respondents on the ground that there is an unrelated 3rd party's name in the A-Register, pertaining to the subject property.

Even if there is any discrepancies in the Revenue records, the respondent is supposed to have conducted a thorough enquiry with regard to the same and disposed of the petitioner's application in accordance with law. Without doing so, the said application was kept pending for a period of 4 months, which is nothing but the unfortunate state of affairs on the part of the

respondent. The said act of the respondents shows his lethargic attitude in considering the petitioner's application.

In view of the above, this Court directs the 3rd respondent to consider the petitioner's representation and after issuing notice to all the concerned parties, conduct a thorough enquiry and pass orders, on merits and in accordance with law, within a period of 4 weeks from the date of receipt of a copy of this order.

Further, this Court directs the 1st respondent to look into the aspect of failure on the part of the 3rd respondent in considering the petitioner's application till date and take appropriate disciplinary action against him. The report with regard to the action taken against the 3rd respondent shall be submitted before this Court on 29.06.2026.

11. With the above directions, this writ ptition is disposed of. No cost.
