Prayer: Writ Petition is filed under Article 226 of the Constitution of India, praying to issue a writ of mandamus, forbearing the respondents and their subordinates or any other officials tracing power through them, from in any manner interfering, interrupting or disturbing the petitioner's peaceful usage and enjoyment of free access on the northern side of his agricultural land having an extent of 12.30 acres, covered in patta No.1337 comprised in New Survey No.82/3 [S.No.82] situated in Kurumbapatty village in Edappady Taluk, Salem District with access from the Road through connected land in Survey No.81.

Heard the learned counsels appearing on behalf of the parties concerned.
2. Though the prayer is for a larger relief, the learned counsel appearing on behalf of the petitioner had submitted that it would suffice, if this Court passes an order directing the 1st respondent to pass orders on the representation made by the petitioner, dated 25.12.2011, within a time frame.
3. The learned counsel appearing on behalf of respondents has no objection for such an order being passed by this Court.
4. In view of the submissions made by the learned counsels appearing on behalf of the parties concerned, the 1st respondent is directed to pass orders on the representation made by the petitioner, dated 25.12.2011, within a period of twelve weeks from the date of receipt of a copy of this order, after giving an opportunity of hearing to the petitioner, as well as the other persons concerned, if any. The petitioner is directed to furnish a copy of the representation, dated 25.12.2011, to the 1st respondent, along with a copy of this order. However, it is made clear that this Court, by this order, has not expressed any opinion on the merits of the matter.
