O R D E R

The petitioner is the ward member of Varahur Village Panchayat, Thimiri Panchayat Union, Arcot Taluk and the 3rd respondent is the elected President of the said Panchayat. Due to some irregularities, the cheque signing power of the 3rd respondent was suspended on 01.12.2013 and the second respondent restored the said power on 14.02.2014. Thereafter also, it is alleged that the third respondent committed misappropriation of public funds which compelled the second respondent to cancel the cheque signing power again on 02.09.2015. The said order challenged before this Court in W.P.No.11905 of 2015 was dismissed on 12.08.2015.

Subsequently, the petitioner filed writ petition No.32459 of 2015 seeking a writ of mandamus directing the first respondent to dispose of the revision petition filed by the petitioner against the order of restoration of cheque signing power to the 3rd respondent on 14.02.2014 and the same was ordered by this Court on 12.10.2015 with a direction to the first respondent to dispose of the said revision petition. As per the direction of this court, the first respondent set aside the order dated 14.02.2014 and remanded the matter to the District Collector cum Inspector of Panchayat, Vellore namely the second respondent. The said remanded matter is sought to be disposed of at the earliest by the petitioner in this writ petition.

3. Heard Mr.B.Gopalakrishnan, learned counsel appearing for the petitioner and Mr.Rm.Muthukumar, learned Government Advocate appearing for the respondents.

4. Though Mr.B.Gopalakrishnan, learned counsel appearing for the petitioner would submit that a time limit may be fixed for disposal of the remanded matter, taking into consideration, the multi-facet responsibility the second respondent has to discharge, this Court directs the second respondent to pass appropriate orders on merits and in accordance with law, on the remanded matter, as expeditiously as possible, after giving notice to the 3rd respondent as well as to the petitioner.

5. With the above direction, this writ petition is disposed of. No costs.
