The learned counsel appearing on behalf respondents made a submission that the charge memo had already been issued pursuant to the orders passed by this Court in W.P.No.22986 of 2019 and there was a delay

on the part of the petitioner in submitting his explanations to the parties and the authorities are in the process of appointing the enquiry officer to conduct an enquiry.

2. This being the progress made, the respondents shall proceed with the enquiry by affording opportunity to the writ petitioner and conclude the same as expeditiously as possible. However, there is no wilful default on the part of the respondents.
