G.O.(D).No.89, Personnel and Administrative Reforms (Q) Department dated 05.05.2017 and quash the same and consequently direct the respondent to include the petitioner name in the panel for promotion to the post of Under Secretary and to promote the petitioner as Under Secretary to Government of Tamil Nadu.
