ORDER
This Contempt Petition has been filed to punish the Respondents herein for wilful disobedience of the order of this Court in W.P.Nos.28009 of 2024 etc., dated 20.11.2025.

This Court, while passing orders in W.P.No.28009 of 2024 dated 20.11.2025, quashed the impugned proceedings dated 29.08.2024 and the combined seniority list dated 12.09.2024 and directed the respondents 1 and 2 to revise the seniority list as directed by the Hon'ble Supreme Court of India by an order dated 01.05.2025 in S.L.P.(C) Nos.5137 and 5138 of 2021. Further, this Court directed the respondents 1 and 2 to prepare a combined seniority list for the candidates, who were recruited to the post of Sub Inspector of Police for the year 1997-1998 considering them as a single batch irrespective of the fact that they were sent for training as two different batches in the year 1999 and 2000. Further, the seniority of the candidates shall be fixed based on their marks secured in examination conducted by the Tamilnadu Uniform Service Recruitment Board.
3. In order to comply with the order passed by this Court, the 2nd respondent by way of proceedings dated 13.03.2026 published the revised seniority list of 1997-1998 batch of directly recruited Sub Inspectors based on
the marks secured by them and also in order to comply with the order passed by the Hon'ble Supreme Court of India in the cases filed by R.Ranjith Singh and V.Chandrasekaran in S.L.P.(C) Nos.5137 and 5138 of 2021, the 2nd respondent by way of proceedings dated 29.04.2026, published the seniority list of persons, who were appointed during the years 2015 and 2018.

The learned counsel appearing for the petitioner would submit that the 2nd respondent failed to comply with the order passed by the Hon'ble Supreme Court of India in the cases filed by R.Ranjith Singh and V.Chandrasekaran in S.L.P.(C) Nos.5137 and 5138 of 2021 on the ground that the petitioner is one among 77 directly recruited Sub Inspector of Police and their seniority Rank, Sub Inspector has been fixed at the bottom of 2015 batch directly recruited Sub Inspector of Police, it is a clearly violation of the order passed by the Hon'ble Supreme Court of India.

The learned Additional Advocate General appearing for the respondents submits that though the petitioner had applied to the post of the Sub Inspector of Police under the notification issued in the year 1997, the petitioner and others were recruited to the post of Sub Inspector of Police only in the year 2018, therefore, their seniority can be fixed only from the date of their appointment to the post of Sub Inspector of Police. In fact, they were
appointed on condition that they shall not claim seniority on par with Sub Inspectors of Police, who were recruited in the year 1997 to 1998 batch. Therefore, the petitioner cannot claim seniority on par with Sub Inspector of Police, who were recruited in the year 1997-1998 in the light of the Judgments passed by the Hon'ble Supreme court in the cases filed by R.Ranjith Singh and V.Chandrasekaran in S.L.P.(C) Nos.5137 and 5138 of 2021. Further, the said Judgments are very clear that seniority list to be fixed based on the marks secured in examinations in the Tamilnadu Uniform Recruitment Board. However, the petitioner and others were appointed only in the year 2018 that too by the order of the Court. Therefore, the order passed by this Court is complied with by the respondents and no contempt is made out as against the respondents.
In view of the above said submission of the learned Additional Advocate General appearing for the respondents, the present Contempt Petition is closed, as nothing survives for further adjudication. 10-06-2026 Index: Yes/No Speaking/Non-speaking order ssd
