Petition filed under Article 226 of the Constitution of India to issue a Writ of Mandamus directing the 1st Respondent to enquire and dispose of petitioner's representation dated 15.02.2016 received on 16.02.2016 and order for the release of the loan amount of Rs.2,36,250/- to the petitioner. By consent, the writ petition is taken up for final disposal.

2.The petitioner claims to be a Carpenter by profession and a resident of Ariyanthaka Colony, Sankarapuram Taluk, Villupuram District and he applied for loan of Rs.2,36,250/- for purchasing "Hiring CML Contract" materials to the District Manger, THATCO, Villupuram on 30.03.2013 and the petitioner was also called for personal interview on 18.06.2013. The fifth respondent on being satisfied with the petitioner's application, had forwarded the application along with recommendation to the third respondent and it was also positively considered and the Collector of Villupuram District also ordered subsidy of Rs.70,875/-, in respect of the above said loan vide his proceedings dated 02.03.2014.

The fourth respondent was requested by the third respondent to prepare the loan application on the basis of the above said eligibility and accordingly, it was forwarded to the third respondent for approval and sanction. Thereafter, the petitioner did not receive any communication. The petitioner in this regard, has also submitted a representation to the Collector of Villupuram District as well as to the Registrar of Co-operative Societies - the first respondent for release of loan of Rs.2,36,250/- and since no orders have been passed, came forward to file this writ petition.

3.This Court heard the submissions of Mr.R.Balasubramanian, learned counsel appearing for the petitioner and Mr.D.Venkatachalam, learned Government Advocate (Co-operatives), who accepts notice on behalf of the respondents. 4.Though, the petitioner prayed for a larger relief, this Court in the light of the above facts and circumstances and without going into the merits of the claim projected by the petitioner, permits the petitioner to submit one more representation to the second respondent by enclosing a copy of this order as well as copies of his earlier representations dated 20.07.2015 and 15.02.2016, within a period of two weeks from the date of receipt of a copy of this order and the second respondent on receipt of the same, is directed to consider the said representation on merits and in accordance with law and pass orders, within a further period of six weeks thereafter and communicate the decision taken, to the petitioner. 5.The writ petition is disposed of accordingly. No costs. Consequently, the connected miscellaneous petition is also closed.
