Prayer : - Writ Petition filed under Article 226 of the Constitution of India praying for a writ of mandamus directing the 3rd respondent to consider the representation of the petitioner dated 22/07/2021 and issue patta to the petitioner's land comprised in Survey No. 199/10 (part), measuring an extent of 47 cents and Survey No. 199/3, measuring an extent of 56 cents, in total 1 Acre 3 Cents, situated at Thodukadu Mathura Parangusapuram Village, Thiruvallur Taluk and District. ORDER

(1) Mr.Yogesh Kannadasan, learned Government Advocate accepts notice on behalf of the respondents.

(2) The petitioner claims to be the owner of a property in S.No.199/10 [Part] measuring 47 cents and another extent of land in S.No.1993 measuring 56 cents, totalling 1 acre and 3 cents at Thodukadu Mathura Parangusapuram Village, Tiruvallur Taluk and District.

(3) He claims that he had purchased the same by way of a Sale Deed dated 16.10.1985 registered as Doc.No.5290/1985 in the office of the Sub Registrar, Sirperumbudur. Thereafter, the petitioner has been approaching the respondents, more particularly, the 3rd respondent/Tahsildar, Tiruvallur, seeking patta for the said lands. It is the grievance expressed by the learned counsel for the petitioner that from the year 1985 onwards, the petitioner has been making applications, paying requisite fees, but, unfortunately, the Tahsildar, has not responded either by way of measuring the property or in issuing patta.

Finally, a representation had been given on 22.07.2021. The writ has been filed seeking a mandamus.

(4) A mandamus is issued to the 3rd respondent to examine the representation of the petitioner and if necessary, call upon the petitioner to file a fresh application through online, pay necessary charges and thereafter, examine the records of the petitioner, examine revenue records and thereafter, do the necessary needful. At any rate, the 3rd respondent may endeavour to complete the entire exercise within a period of twelve weeks from the date of receipt of a copy of this order.

(5) The writ petition stands disposed of accordingly. No costs.
