2. Accordingly, these Writ Appeals are dismissed. It is open to the appellant to challenge the order of dismissal and raise all the contentions there. Any observations made by the learned Single Judge in the order dismissing the Writ Petitions will not stand in the way of the appellant raising all the contentions in his challenge to the order of dismissal.
