Prayer: Writ Petition is filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, to direct the second respondent to consider the petitioner's representation dated 07.12.2019 and pass an order of promotion to the petitioner as Workshop Instructor from Skilled Assistant as per G.O.No.303 of Higher Education (C1) Department dated 12.12.2018.

ORDER

This Writ Petition has been filed for the issuance of a Writ of Mandamus, to direct the second respondent to consider the petitioner's representation dated 07.12.2019 and pass an order of promotion to the petitioner as Workshop Instructor from Skilled Assistant as per G.O.No.303 of Higher Education (C1) Department dated 12.12.2018.

2. Heard Mr.R.Baskar, learned counsel for the petitioner and Mr.K.Surendran, learned Additional Government Pleader for R1 & R2. Page No.2 of 6

3. The petitioner who was working as a Skill Assistant and ITI Certificate holder has filed this Writ Petition seeking promotion in the ratio of 1:4 as per G.O.Ms.No.220 dated 06.07.2009.

4. The learned Additional Government Pleader for the respondents 1 and 2 submitted that the matter is under consideration. In the counter filed by the second respondent, it is stated as under: "9. It is submitted that the second respondent i.e., Director of Technical Education in his letter No.L.Dis.22183/C1/2019 dated 20.11.2019 has informed that the guidelines for the G.O.Ms.No.303, Higher Education (C1) Department dated 12.12.2018 are under consideration and after issue of the guidelines from the second respondent i.e., Director of Technical Education new proposals for promotion to the post of Workshop Instructors, may be re-submitted for the 2nd respondent for consideration."

In view of the above circumstances, this Writ Petition is disposed and the respondents are directed to frame the guidelines at the earliest in order to give the benefit of promotion to the petitioner and like others. Since the petitioner's representation is also pending without any disposal, the respondents are directed to consider the representation of the petitioner on the basis of G.O.Ms.No.303 dated 12.12.2018 and pass appropriate orders as expeditiously as possible.
