2. The learned counsel appearing for the petitioner submitted that as the property with respect to the sale deed comes under HR & CE Department, proposed fifth and sixth respondents are proper and necessary parties in this Writ Petition.

3. Considering the avemenrts in Writ Petition, this petition is Ordered.

4. The registry is directed to carry out necessary amendment.

5. Mr.K.Karthikeyan, learned Government Advocate takes notice for the newly impleaded fifth and sixth respondents and seeks time to get instructions.
