The prayer sought for in the Writ Petition, is for Mandamus upon respondents 1 and 2 to authorize the petitioner to be the second signatory of the cheque issued by the Arungunam Panchayat, viz., the fourth respondent herein. 3.
The petitioner would state that the Vice-President of the Panchayat has also consented that the petitioner will be the https://hcservices.ecourts.gov.in/hcservices/
joint signatory. However, such consent by the Vice President itself, will not entitle the petitioner to automatically become the second signatory of the Panchayat cheques, and it is the District Collector who is the Inspector of Panchayats, who has to take decision in the matter. However, it is seen that all their representations are pending before the Authorities. 4.
Learned counsel appearing for the petitioner pointed out that already the Block Development Officer/second respondent conducted an enquiry on 13.02.2015, and he has to submit the report to the District Collector, so as to take action in the matter.

In the light of the above, the second respondent is directed to submit a report to the first respondent, pursuant to the enquiry conducted on 13.02.2015. If the enquiry is not yet concluded, fresh enquiry may be conducted, and the report may be submitted to the first respondent within a period of six weeks from the date of receipt of a copy of this order. Thereafter, the first respondent shall pass appropriate orders on merits and in accordance with law within a period of six weeks from the date of receipt of the enquiry report.
With the aforesaid direction, the Writ Petition is disposed of. No costs.
