The writ petitioner filed this writ petition seeking a direction to the respondent to approve the petitioner's application dated 14.10.2020 and representation dated 05.01.2023 and pass necessary orders to recognise the petitioner as one of the approved manufacturers of Reflective Tapes for confirming to AIS:090 standards and Rear Marking Plates conforming to AIS: 089 standards as mandated by Rule 104 of the Central Motor Vehicle Rules, 1989, within a time as fixed by this Court.
2. According to the petitioner, it is an ISO 9001: 2015 Certified company engaged in manufacturing of Retro Reflective Tapes, Rear Marking Plates and High Security Registration Plates (HSRP). The petitioner-company is duly approved for the manufacture of reflective tapes as per AIS-090 and AIS-089 standards by the Government of India. The 2/6
respondent has given approval for two other companies for manufacturing of reflective tapes and rear marking plates in Tamil Nadu vide Circulars bearing R.No.14731/HB2/2020 and R.No.14732/HB2/2020 dated 23.07.2020.
3. The petitioner had made an application dated 14.10.2020 to the respondent for approval as one of the authorized manufacturers of reflective tapes and rear marking plates. The main grievance of the petitioner is that the application made by the petitioner has not been considered by the respondent till date. Therefore, the petitioner has come up by way of this writ petition.
4. The learned Additional Government Pleader appearing for the respondent submits that the application of the petitioner dated 14.10.2020 will be considered and necessary orders will be passed in accordance with law.
5. In view of the limited prayer made by the petitioner, without 3/6
expressing any opinion to the merits of the case, this Court is inclined to issue a direction to the respondent to consider the application of the petitioner dated 14.10.2020 and also its representation dated 05.01.2023 and pass necessary orders on merits and in accordance with law, within a period of four weeks from the date of receipt of copy of this order.
