Ms.Sindhuza, learned counsel on behalf of Mr.L.Jai Venkatesh, learned Standing Counsel accepts notice for the respondents and is armed with instructions to enable a final disposal of this matter, even at the stage of admission.
2. The petitioner claims to be a resident of Ambattur, Chennai. According to him, he holds title to 2800 sqft. of vacant land in New S.No.99/1, Ward - D, Block No.0013, Plot No.41 of Thendral Nagar, Thirumullaivayal having purchased the same under sale deed dated 28.07.2021. That sale deed had been registered as document No.9988 of 2021 before the Sub-Registrar, Ambattur, Chennai - 53 ('property'/'property in question'), according to the petitioner.

While so, when the petitioner has made a representation to R1, being the Assistant Executive Engineer, Tangedco for electricity service connection, he came to know that R2 had applied for a connection to the same property. It is only thereafter that the petitioner claims that he had come to know of certain mutations of the property in question, using forged documents, unknown to him.

He states that he has made a representation before the District Registrar on 01.10.2021 for cancellation of those forged documents and according to him, the Registrar has also passed necessary orders which support his stand. Based on the same, he sent a representation to R1 to disconnect the electricity service connection that stands in the name of R2.

5. Though the petitioner states that there has been no response to the said representation, Ms.Sindhuza circulates some documents that indicate that there is some traction at the end of the official respondents.

Vide proceedings bearing f/vz;: c/bgh-, & g-jpUKy;iythapy;- nfhg;g[:fl;L-vz;: 113 njjp 15.09.23, R1 has communicated to R2 that the service connection would be disconnected, based on the petitioner's complaint. Though this letter has been circulated, learned counsel would then confirm upon oral instructions from the assisting officials that no action was, in fact, taken to disconnect the service connection which is still current.
7. Hence, all that remains is for the petitioner's representation dated 08.06.2023 to be disposed and this should be done by R1 forthwith and not later than four (4) weeks from today, after hearing the petitioner and R2, in accordance with law.
8. Needless to say, all relevant documents including orders, if any, passed by the District Registrar in regard to the complaint of the petitioner and in relation to the documents that are claimed to be forged, be looked into carefully by R1 while disposing the representation of the petitioner.
