Considering the submissions made on behalf of the learned counsel for the petitioner, in view of no objection submitted by the learned counsel for the second respondent and being satisfied with the reasons stated in the affidavit filed in support of this petition, this petition is allowed as prayed for.

5. It is made clear that the petitioner is not entitled for interest for the delay period of 551 days in filing the Appeal.

6. Registry is directed to number the petition, if it is otherwise in order; print the name of Mr.J.Chandran as the learned counsel appearing for R2 and post the matter for admission.
