The impugned Circular has already been withdrawn as per the submissions made by the learned Additional Government Pleader appearing

on behalf of the respondents 1 to 3. Thus no further adjudication is required in respect of the grounds raised in the present writ petition.

2. Accordingly, the present writ petition stands closed. However, there shall be no order as to costs. Consequently, the connected miscellaneous petition is also closed.
