This Court had directed the Registry to get necessary translation with reference to the returned covers. The translation has now been produced and it reads as follows:

" the addressee refused to receive and hence returned"

2. Considering the fact that the respondent has refused to receive the notice, service is deemed to have been completed.

3. Considering the fact that the respondent has neither entered appearance nor furnished security despite notice having been served on him, there shall be an order of attachment of the immovable properties described in the schedule to the Judges Summons, pending disposal of the arbitration proceedings.

4. It is now informed that the arbitration proceedings have also been concluded.
