2. Mr.V.S.Jagadeesan, learned counsel appearing on behalf of the first respondent vehemently opposed this petition.

Having considered the objection of the learned counsel for the respondent and the reasons mentioned in the affidavit filed in support of the petition, we are of the view that the delay can be condoned. Accordingly, delay is condoned and this petition is allowed.
