2. There is a private party who has been arrayed as fourth respondent in this writ petition. Considering the same, the third respondent is directed to dispose the representation of the petitioner dated 28.09.2020 within a period of six weeks from the date of receipt of a copy of this order, after giving due notice to the fourth respondent.
