2. Heard Mr.C.A.Theagarajan, learned counsel appearing for the petitioner and Mr.R.Rajeswaran, learned Special Government Pleader appearing for the first respondent and Mr.R.Vijayakumar, learned Additional Government Pleader appearing for the respondents 2 and 3.

3. The petitioner, who is the Vice-President of Vadakupattu Village Panchayat has filed this writ petition to consider the representation and to take action alleging that several of the panchayat cheques are forged and his signature is also forged and he being the co-signatory on the panchayat account cheques, requires action to be taken. In this regard, several representations are pending.

4. In the light of the above, without going into the merits of the contentions raised by the petitioner as against the third respondent, there will be a direction to the second respondent to consider his representation and place a detailed report to the first respondent after issuing notice to the petitioner and third respondent. This report should be submitted within a period of three weeks from the date of receipt of a copy of this order. The first respondent shall consider the report and all other materials and come to a independent conclusion and pass a speaking order on merits and in accordance with law.
