This Court is satisfied with the reasons assigned in the affidavit filed in support of the petition and accordingly this petition is allowed. Registry is directed to carry out the necessary amendment.

2. Learned standing counsel appearing on behalf of of the respondents sought time to file counter in the amended relief sought for by the petitioner. Even as per the impugned proceedings dated 22.09.2020, the respondents have admitted that a sum of Rs.66,08,845/- has to be refunded to the petitioner. The 4th respondent is directed to immediately refund this amount to the petitioner. This amount will be received by the petitioner without prejudice to his right in questioning the impugned proceedings dated 22.09.2020.
