Writ Petition filed under Article 226 of the Constitution of India praying for issuance of a Writ of Certiorarified Mandamus calling for the records relating to the proceedings of the first respondent dated 20.01.2014 issued in Na.Ka.No.4097/2013/A2 and quash the same and consequently, to direct the respondents 1 & 2 to consider the petitioner for promotion to the post of Revenue Assistant which is arisen and available with effect from 01.06.2013 in the second respondent's municipality on account or retirement of one Revenue Assistant namely Thiru M.Murugaiah on 31.05.2013, by way of recruitment by transfer with all service and monetary benefits.
