Writ petition is filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus, directing the respondents to prepare the promotion panel for the year 2014-2015 to the post of Assistant Director of Tamil Development as per Rule 4(a) of the General Rules in Part-II of the Tamil Nadu State and Subordinate Rules and promote the petitioner as Assistant Director of Tamil Development w.e.f. 1.9.2014 with all benefits since the petitioner possessed all the requisite qualifications prescribed in Rule 4(b) of the adhoc rules relating to the post of Assistant Director in the Directorate of Tamil Development re-issued on 15.9.1987.
