Respondents Prayer:- Writ petition has been filed under Article 226 of the Constitution of India praying for the issuance of Writ of Mandamus directing the Respondent to consider and dispose of the Petitioners representation dated 20.08.2020 for issuance of Panniandi Scheduled Caste Community Certificate to the Petitioner's Wife Mrs. Radha and Children Ms.M.Bhuvaneswari, Ms.M.Nirosha and Mr.M.Naveen Kumar. ORDER
[Order of the Court was made by M.SATHYANARAYANAN, J.] The petitioner claims that he belongs to Hindu Scheduled Tribe 'Panniandi Community' and daughter of his sister namely, Logeshwari has been issued with said certificate dated 16.08.2018. The petitioner would further submit that since he did not attend school, he had no occasion to obtain the Community Certificate and however, his wife has attended the school upto 6th standard and in the Transfer Certificate issued to her, had incorporated the said caste name. It is further stated that out of wedlock, he got two daughters and one son and two daughters, namely Ms.Bhuvaneshwari and Ms.
Nirosha are studying in 11th standard respectively and his son is studying in 12th standard and educational authorities are insisting for their Community Certificate and in this regard, he has submitted a representation dated 28.12.2020, praying for issuance of Community Certificate to his daughters and son and despite receipt and acknowledgment, no response is forthcoming and hence left with no option, he is constrained to approach this Court by filing this Writ Petition.

The Writ Petition was listed for admission on 04.11.2020 and on that day, Mr.R.Vijayakumar, learned Additional Government Pleader accepted notice on behalf of the respondents and sought time to get instructions and accordingly, the matter was directed to be listed today. The learned Additional Government Pleader would submit that this Court may give outer time limit to the respondents to consider and dispose of the representation submitted by the petitioner.
3. The learned counsel appearing for the petitioner would submit that in the light of the urgent need for the reason that one daughter and son has to join higher course, their requirement of Community Certificate is very urgent and prays for appropriate orders.
4. This Court, taking note of the rival submissions and consideration of the materials and without going into the merits of the claim, either in his representation or in this Writ Petition, directs the respondents to consider and dispose of the petitioner's representation dated 20.08.2020, for issuance of Community Certificate to his two daughters and sons, on merits and in
accordance with law and pass appropriate orders as expeditiously as possible and not later than six weeks from the date of receipt of a copy of this order and communicate the decision taken, to the petitioner.
