O R D E R

This Writ Petition has been filed by the petitioner for quashment of the impugned proceeding of the 3rd respondent dated 01.07.2021 bearing reference No.Thi.Pa.No.49/2021 and consequently, to direct the 1st respondent to consider the petitioner for appointment to the post of Panchayat Secretary at Varambanur Village Panchayat, Veppur Taluk, Cuddalore District within a time frame as fixed by this Court.

2. Heard the learned counsel on either side and also perused the materials available on record.

3. The learned counsel for the petitioner submitted that the 1st respondent had called for interview to fill up the post of Panchayat Secretary at Varambanu Village Panchayat, Veppur Taluk at Cuddalore District in

Na.Ka.No.AA1/242/2019 dated 15.10.2020. The petitioner has applied for the said post along with all the documents. Thereafter, an interview was conducted and the petitioner has also participated in the interview. But the 3rd respondent had appointed some other person instead of the petitioner. Immediately, the petitioner submitted a representation to the 1st respondent on 07.07.2021. Since there was no response, the petitioner has filed the present petition seeking a direction to the 1st respondent to appoint him as Panchayat Secretary of Varambanur Village.

4. The learned Additional Government Pleader appearing for the respondents 1 to 3 submitted that no enquiry had been conducted by anyone in respect of the appointment of the 4th respondent. The post of Panchayat Secretary is neither reserved nor preferred for any special category candidates. The 3rd respondent had strictly followed the norms and terms of the letter dated 13.10.2020 in appointing the 4th respondent as Secretary of the said Panchayat.

5. In view of the submissions made by the learned Additional Government Pleader, it is seen that proper procedure has been adhered by the

third respondent in selecting the fourth respondent. Hence, this Court is of the considered opinion that the order of the third respondent warrants no interference.
