Respondent Writ Petition is filed under Article 226 of the Constitution of India, praying for the issuance of a Writ of Certiorarified Mandamus, calling for the records of the respondent comprised in its Letter No.6800/S1/2006 dated 04.03.2014 and quash the same as being wholly illegal and arbitrary and consequently direct the respondent not to impose any condition, including the condition of achieving financial closure within any specified time, not contained in the licence agreement dated 09.04.2009 between the parties.
