Mr. P.Murali For Respondent(s): Ms. Mythreye Chandru, Special Government Pleader-1 to 3 and 5 Mr. V.Vijay Shankar Standing Counsel -R4 Order This writ petition has been filed seeking a direction to the 3rd respondent herein to give a "No Objection Certificate" for disbursement of the retirement benefits and pension by considering the petitioner's representation dated 05.03.2026.

2. It is the case of the petitioner that he was appointed as a Secondary Grade Teacher on 01.08.1986. He was promoted upto the post of Block Educational Officer and retired on 31.07.2024. After his retirement, the 3rd respondent forwarded a proposal to the 4th respondent for sanction of pension and terminal benefits. Accordingly, the 4th respondent sanctioned pension and other retirement benefits. However, the 3rd respondent has kept the proposal pending without giving a "No Objection Certificate" .

3. According to the petitioner, he had served 38 years of unblemished service. After retirement, he has no income for his livelihood and is suffering a lot of financial crisis. He gave a representation dated 05.03.2026 to the 3rd respondent requesting issuance of the No Objection Certificate. In spite of his several requests, the 3rd respondent has not come forward to issue the same. Hence, the petitioner is before this Court.

4. Heard the learned counsels on either side and perused the materials available on record.

5. Considering the facts and circumstances of the case, a mandamus is issued to the 3rd respondent to consider the representation of the petitioner dated 05.03.2026 taking note of the subsequent events and pass orders on merits and in accordance with law within a period of four weeks from the date of receipt of a copy of this order. It is needless to state that entitled amount shall be paid to the petitioner.

6. With the above direction, this writ petition is disposed of. No costs.
