Prayer: Petition filed under Article 226 of the Constitution of India for issuance of a Writ of Mandamus directing the respondents, to consider the representation given on 19.06.2021 for allocating the survey numbers 86, 87 and 88 of Veppur Chekkadi village to the educational department for bringing integrated educational facilities to the people of our village and to stop illegal occupation/encroachment by the third parties in the survey numbers 86, 87 and 88 of Veppur Chekkadi village.

ORDER

(Order of the Court was made by The Hon'ble Chief Justice) The petition is for the purpose of upgrading a middle school in village Veppur Chekkadi in Thandarampattu Taluk of Tiruvannamalai District to a high school with hostel facilities. The petitioner also desires that an industrial training institute be also set up in future. Towards such end, the petitioner wants land in Survey Nos.86, 87 and 88 to be allotted to the Education Department for the high school to come up first and the training institute thereafter.

2. This is a kind of matter in which the court cannot come to the assistance to the petitioner. There is no doubt that every village in the country requires a primary school and every small cluster of villages require a middle and high school and ITIs should also be aplenty in the taluks. However, it is a matter of policy and the expenses therefor have to be looked into. These are matters where no writ can be issued, though the pious intention of the petitioner is not questioned.

3. W.P.No.18972 of 2021 is disposed of by leaving the petitioner free to approach the political executive for the purpose of the appropriate policy decisions that may ultimately help realise the petitioner's dream for the relevant village.
