By consent, the main writ petition is taken up for final disposal at the admission stage itself.

It is the specific case of the petitioner that pursuant to the assignment order passed in favour of the petitioner dated 09.03.1978, in respect of one acre of land in Survey No. 578/10 in Jagathala Village, Kothagiri Taluk, The Nilgiris District, patta No. 29 was originally issued in the name of the petitioner for the said extent of land in Revised Survey No. 645/9. Thereafter, according to the petitioner, the 3rd respondent had unilaterally issued patta dated 19.06.2014 in the name of respondents 4 to 10 in respect of his land in Survey No.645/9. Hence, the petitioner submitted a representation to the 2nd respondent on 25.06.2014 to cancel the patta issued in favour of private respondents in respect of the land assigned in his favour, pursuant to which, the 2nd respondent directed the 3rd respondent to conduct an enquiry. By letter dated 31.08.2015, the petitioner was directed to attend the enquiry on 14.09.2015 by the 3rd respondent. Though the petitioner appeared for the enquiry, no progress has been made. Hence, the present writ petition.

Considering the above, a direction is issued to the 3rd respondent to conclude the enquiry initiated vide proceedings in Na.Ka.m3.707/2015 dated 31.08.2015, after affording a reasonable opportunity to the petitioner as well as to respondents 4 to 10, within a period of eight weeks from the date of receipt of a copy of this order.
