O R D E R

The grievance of the writ petitioner is that the appeal preferred by her before the District Revenue Officer, Kancheepuram District, on 8.10.2013 in respect of transfer of patta, is pending without disposal.

2. This Court is of an opinion that the respondent is the Competent Authority to deal with the appeal filed by the writ petitioner in respect of the claim for transfer of patta. In view of the fact that the appeal has been filed on 8.10.2013 before the respondent and no order has been passed in the appeal filed by the writ petitioner for the past about five years, this Court is inclined to direct the respondent to consider the appeal filed by the writ petitioner on 8.10.2013 and pass orders on merits and in accordance with law, by affording reasonable opportunity to all the parties concerned, within a period of twelve weeks from the date of receipt of a copy of this order. The writ petitioner is directed to enclose the copy of the appeal and all relevant documents along with the order passed in this writ petition.
