The petitioner herein is an affected person and has made a complaint on 25.11.2016, followed by several other complaints against the petitioner herein.

These complaints were not acted upon due to the pendency of the present writ petition.

2. This Court, after perusing the averments in the affidavit as well as the objections in the counter affidavit, is of the view that the petitioner is a proper and necessary party to the proceedings, since the action that was initiated, was pursuant to the implead petitioner's complaint. Accordingly, the writ miscellaneous petition stands allowed.
