Writ Petition filed under Article 226 of Constitution of India, to issue a Writ of Mandamus , directing the 1st respondent to consider the petitioner's application along with other participants for allotment of work based on the estimate rate as quoted in the e-tender application dated 27.12.2017 applied in the tender inviting bids called for by the 1st respondent in the proceedings of TN.No.33/HDO/NH/2017-18/ dated 21.11.2017 in the invitation for tender on online mode without insisting the certificate which has to be issued by the 2nd respondent regarding working conditions of the equipments clause 28, 28a and 28b of the Tender Notice.
