ORDER

The order of rejection, rejecting the claim of the writ petitioner for inclusion of his name of persons fit for promotion to the Post of Deputy Registrar of Co-operative Societies is under challenge in the present writ petition.

2. The writ petitioner was appointed as Senior Inspector of Co-operative Societies on 02.09.1986 and promoted to the post of Co-operative Sub-Registrar on 30.09.1995. The petitioner reached the age of superannuation on 31.05.2014 and allowed to retire from service.

3. The grievances of the writ petitioner is that his name was not included in the panel of the year 2012-13 for promotion to the post of Deputy Registrar of Co-operative Societies. The crucial date was 01.10.2011.

4. The respondents have categorically stated in the order that the turn of the petitioner was not ripe for considering his name for promotion to the post of Deputy Registrar of Cooperative Society as his name was not included in the approved list of Co-operative Sub-Registrars fit for promotion as Deputy Registrar of Co-operative Societies as on 01.10.2011 for the year 2012-13 in accordance with the estimate of vacancies approved by the Government and as per the said procedures in vogue.

When the petitioner has not reached the zone of consideration for inclusion of his name in the panel of persons fit for promotion to the post of Deputy Registrar of Cooperative Societies for the year 2012-13 and the petitioner reached the age of superannuation and retired from service on 31.05.2014, there is no irregularity or otherwise in the matter of considering the name of the writ petitioner for promotion. The petitioner has not reached the zone of consideration for inclusion of his name in the panel before his date of retirement and thus, the petitioner has not established any right for the purpose of considering the relief as such sought for in the writ petition.

6. Accordingly, the writ petition stands dismissed. No costs.
