[Order was delivered by S.MANIKUMAR,J] President of Sri Ganapathy Nagar Kudieruppour Nala Sangam, 7/111, Anna Street, Sri Ganapathy Nagar, Manimedum, 83 Thandalam, Chennai 600 128, has filed the instant writ petition for a writ of mandamus directing the respondents to dispose of the representation dated 23.01.2019 and consequently prayed for a direction to the respondents to provide basic amenities/infrastructure facilities to their area.
2. According to the petitioner, people residing in the above said area are facing hardship and suffering due to lack of basic amenities, such as proper water supply, road, drainage etc. Espousing the cause of public, the above said Sangam made a representation dated 23.01.2019. Contending inter alia that no action has been taken, the petitioner has filed the instant writ petition for the relief stated supra. Considering the limited prayer, we direct Mr.E.Manoharan, learned Additional Government Pleader, to take notice.

Representation of the petitioner dated 23.01.2019 addressed to the District Collector, Kancheepuram District, Kancheepuram/first respondent and the Block Development Officer, Kundrathur Panchayat Union, Kancheepuram District/second respondent is extracted hereunder:- Reg. Materials on record disclose that, on the basis of further representation by the petitioner dated 04.02.2019, the District Collector/Chairman, District Rural Development Camp, Kancheepuram District vide proceedings dated Na.Ka.No.6252/2018/a13 dated 08.02.2019, has directed the Block Development Officer, Village Panchayat, Kundrathur to cause inspection of the place and submit a report, to the District Collector/Chairman, District Rural Development Camp, Kancheepuram district. Proceedings dated 08.02.2019 are reproduced hereunder.

Ref: 1. Representation dated 04.02.2019 submitted by the Village People, Ganapathy Nagar, Thandalam Panchayat, Kundrathur Panchayat Union, Kancheepuram.

Application dated 04.02.2019 in application No.905428 submitted at grievance cell date before District Collector Kancheepuram by S.K.Ramachandran No.7/111, Anna Street, Sri Ganpathy Nagar Thandalam Panchayat, Chennai * * * * * * * * With reference to the above in KUndrathur Panchayat Union, Thandalam Panchayat, there were 1200 houses and 3000 were residing and they are seeking Basic Infrastructures Amenities i.e. water supply transport facilities, road facilities, street light canal facilities, drainage facilities, library, social community of and further the above was submitted. As per the 2nd reference to cited above Thiru. S.K. Ramachandran No.7/111, Anna Street, Sri. Ganpathy Nagar Thandalam Panchayat, Chennai. Submitted representation in this regard.
Hence as per the above representation with respect of the said subject you are hereby requested to investigate the same and report for the same in this regard.

5.Though the learned counsel for the petitioner has contended that no action has been taken on the representations dated 23.01.2019 and 04.02.2019 respectively, we are not inclined to accept the same for the reason that the District Collector/Chairman, District Rural Development Camp, Kancheepuram District by proceedings Na.Ka.No.6252/2018/a13 dated 08.02.2019 has directed the Block Development Officer, Village Panchayat, Kundrathur to cause inspection.
6. If inspection as ordered has not been done and report submitted as directed, the Block Development Officer, Village Panchayat, Kundrathur, is directed to cause inspection with reference to the averments that basic amenities are lacking and submit a report to the District Collector/Chairman, District Rural Development Camp, Kancheepuram District within a period of two weeks from the date of receipt of a copy of this order. District Collector/Chairman, District Rural Development Camp, Kancheepuram District is directed to act on the report and take necessary action.
7. With the above said directions, the writ petition is disposed of. No costs.
