ORDER
This writ petition has been filed seeking a direction to the respondents to consider the petitioner's representation dated 15.09.2025 for grant of promotion as Junior Assistant with effect from 12.01.2011, Assistant with effect from 02.03.2016 and Assistant Manager with effect from 10.01.2025, together with all consequential service benefits.
2. The case of the petitioner is that he joined the Pondicherry State Cooperative Bank as a Peon on 09.03.1999. In the year 2010, he was placed under suspension in connection with a criminal case relating to alleged fraudulent withdrawals from the accounts of deceased persons. Though he was subsequently reinstated in service, his juniors were promoted during the pendency of the criminal proceedings. The criminal case ultimately ended in acquittal on 23.01.2015.
3. The grievance of the petitioner is that after acquittal, he was promoted as Junior Assistant only on 02.03.2016 and was placed below his juniors in the seniority list, thereby losing further promotional opportunities. Claiming retrospective promotion, restoration of seniority and consequential service
benefits, he submitted a representation dated 15.098.2025. Since the said representation has not been considered, the present writ petition has been filed.
4. Heard the learned counsel appearing on either side.
5. Considering the limited relief sought in the writ petition, without expressing any opinion on the merits of the petitioner's claim, the second respondent is directed to consider the petitioner's representation dated 15.09.2015 and pass appropriate orders on merits and in accordance with law, after affording an opportunity of hearing to the petitioner and all affected parties, if any, within a period of six weeks from the date of receipt of a copy of this order.
6. With the above directions, this writ petition is disposed of. No costs. 10-06-2026 Index: Yes/No Speaking/Non-speaking order
