Common Order These writ petitions have been filed to direct the respondent to return the subject title deeds of the petitioner's properties deposited in connection with the arrack shops for the period from 06.08.96 to 30.06.1997.

The case of the petitioner is that the petitioner was the monthly highest bidder of Arrack Shop No.V-1, Sedarapet Village, in Villianur Commune Panchayat and also taken lease of the Arrack Shop No.M-16, Kumarapalayam of Mannadipet Commune Panchayat, for the lease period from 06.08.196 to 30.06.1997. The petitioner has paid all the necessary security deposit and executed a lease cum mortgage deed by furnishing adequate immovable property in accordance with law. However due to the rampant selling of illicit arrack around the shops, the petitioner had sustained loss. In such circumstances, the Government had extended the lease period by one more than ie., upto 31.07.1997. Despite suffered loss in running the above arrack shops, the petitioner managed to paid all the kist arrears. Though the entire arrears of the kist was paid, the property document mortgaged by way of surrender of title deed was not at all returned to the petitioner. Inspite of his repeated request for return of the title deeds, the respondent has not returned the same. Hence, the petitioner is before this Court.
3. The learned counsel appearing for the petitioner would submit that it would suffice, if the respondent is directed to dispose of the representation of the petitioner dated 30.01.2026 on merits and in accordance with law, within a specified period.
4. The learned counsel appearing for the respondents has no objection for such an order being passed by this Court.
5. Heard the learned counsel appearing for the petitioner and learned counsel appearing for the respondents.
6. In view of the limited request made by the learned counsel appearing for the petitioner, this Court, without going into the merits of the case, directs the respondent to consider the representation / grievance letter of the petitioner dated 30.01.2026 and pass appropriate orders on merits and in accordance with law within a period of six weeks from the date of receipt of a copy of this order.
7. With the above direction, these Writ Petitions are disposed of. There shall be no order as to costs.
