Respondents Petition filed under Article 226 of the Constitution of India praying for issue of Writ of Mandamus to call for the records in letter No.62048/Cts.V/2007-2, dated 31.07.2007 of the 2nd respondent sent to the 3rd respondent on behalf of 1st respondent and direct the respondents to draw a scheme for giving stipend of Rs.5,000/- per month, for 1 year to the Advocates from the date of enrollment with the Bar Council of Thamizh Naadu.

(Order of the Court was made by The Hon'ble Chief Justice) The petitioner, appearing in person, setting out the difficulties of young entrants of the Bar, seeks the State Government to give a stipend across the Board and not confine to the members of the SC and ST community. He further seeks an enhancement of the amount which should be given. His request is that such similar schemes are pending in some other States. 2.The judiciary does not have funds of its own from which this amount can be given. This is a matter of policy where the State Government should consider this aspect. The letter addressed by the petitioner, which is brought to our notice, is actually dated 31.07.2007, eight years back when the State Government in turn forwarded the letter to the Chairman of the Bar Council of Tamil Nadu.
3.At present, no recent representation has been shown to us in this behalf.
4.Be that as it may, it is always open to the State Government to consider the request where it can device a scheme under which the younger entrants of the Bar are granted some support for a limited period of time to remunerate their profess. 5.Learned Government Pleader informs that this aspect would be examined by the Home and Law Department. The said Departments should bestow their consideration on this request and we hope that they should be able to find some scheme to assist the young members of the Bar.
