Mr.L.Jai Venkatesh, learned Standing Counsel accepts notice for R1 and Mr.P.Harish, learned Government Advocate accepts notice for R2. They are armed with instructions to enable a final disposal of this Writ Petition, even at the stage of admission.

The prayer of the petitioner is for a mandamus directing the Assistant Engineer, Tirupur Electricity Distribution Circle/R1 to consider her application dated 09.01.2024 for residential electricity service connection to the property at Door No.246, Sugumar Nagar East, Kankeyam Road, Tiruppur - 604 under Tariff 1A.

3. The petitioner has, admittedly, made an application on 09.01.2024 and Mr.Jai Venkatesh, learned Standing Counsel would accede to the pendency of the same. The petitioner also states that she has obtained No Objection Certificate (NOC) from R2 on 13.12.2023.

4. Hence, and in light of the admitted pendency of the application, mandamus is issued to R1 to hear the petitioner, take note of all relevant documents, including the NOC issued by R2 dated 13.12.2023 and either effect electricity connection or if disinclined, pass a speaking order setting out the reasons, within a period of four (4) weeks from date of receipt of a copy of this order, in accordance with law and all applicable rules and regulations.
