Heard the learned counsel for the petitioner, Mr.R.Rajeswaran, learned Special Government Pleader for the respondents 1 and 2 and Mr.S.Pattabiraman for the third respondent.

2. With the consent of the learned counsel appearing on either side, the writ petition is taken up for final disposal, at the admission stage itself.

3. This writ petition has been filed praying to direct the first respondent to enquire into the mismanagement of the affairs of Odhiyathur Village Panchayat, Tirukoilur Taluk, Villupuram District and initiate action under Section 205 of the Tamil Nadu Village Panchayat Act, against the President, in the light of representation dated 28/9/2015 of the petitioner.

4. It is seen that the petitioner has not impleaded the President of the Village as the respondent. Therefore, with the facts presented by the petitioner, no writ of mandamus can be sought for.
