Heard Mr.K.Govindaraj, learned counsel for the petitioner, Mr.R.Rajeswaran, learned Special Government Pleader for the respondents 1 and 2 and Mr.L.Mahendran for the third respondent.

2. With the consent of the learned counsel appearing on either side, the writ petition is taken up for final disposal, at the admission stage itself.

3. This writ petition has been filed praying to direct the respondents to consider the representation dated 28/9/2015 of the petitioner regarding disbursal of contract amount of Rs.5,35,000/- for the work executed by the petitioner.

4. The petitioner, who is the Contractor of the Village President, is said to have done certain works for the Panchayat, states that a sum of Rs.5,35,000/- is due and payable to the petitioner and this amount has not been disbursed inspite of the petitioner completed all the works about eight months back.

5. Since the writ petition is disposed of, at the admission stage itself, the merits of the allegations made by the petitioner are not gone into and it is for the authorities to verify the same. However, it has to be pointed out that if the Contractor completed the work in full and there are no other claims, then it goes without saying that the Contractor is entitled for payment. However, it has to be verified as to whether the statement made by the petitioner that he has completed the work in full is correct for which purpose, there will be a direction to the second respondent to consider the petitioner's representation dated 28/9/2015 and proceed in accordance with law, within a period of eight weeks from the date of receipt of a copy of this order.
