With the consent of the learned counsel appearing for the parties, this writ petition is taken up for final disposal, at the admission stage itself.

2. Heard Mr.L.Chandrakumar, learned counsel for the petitioner and Mr.R.Vijayakumar, learned Additional Government Pleader for the respondents.

3. This writ petition has been filed praying to direct the first respondent to pass orders on the appeal memorandum dated 7/9/2015 on merit, as per law.

4. Since the writ petition is disposed of, at the admission stage, without notice to the second respondent, the merits of the allegations made by the petitioner, as against the second respondent are not gone into and are left open to be taken note by the first respondent.

5. Accordingly, this writ petition is disposed of, by directing the first respondent to consider the petitioner's Appeal Memorandum/representation dated 7/9/2015, after issuing notice to the petitioner and the second respondent and pass orders on merits and in accordance with law, within a period of three months, from the date of receipt of a copy of this order. No costs.
