Petition filed under Article 226 of the Constitution of India to issue a Writ of Certiorarified Mandamus to call for the records relating to the proceedings of the first respondent in notice dated 21.07.2003 and quash the same and consequently direct the respondents to provide for 27% reservation for OBCs in the selection of 'Specialist Officers' namely IT Officers, Accounts Officers and MACT Officers in the cadre of Assistant Administrative Officers.
