The petitioner joined the service as Night Watchman on 03.05.1990. He was thereafter dismissed from service on 06.12.1991. The service of the petitioner was ultimately restored in the light of the order dated 22.07.2003 passed by the Tamil Nadu Administrative Tribunal in O.A.No.466 of 1992 and the related order passed by this Court in W.P.No.3027 of 2005 dated 02.02.2005. However, his earlier service from 03.05.1990 to 31.08.2013 was not taken into account for the purpose of fixing pension and other benefits. The petitioner therefore submitted a representation on 19.03.2014 to the first respondent.
