4.V.Senthil Vice President Pattanam Panchayat. ..Respondents Prayer:- The Writ Petition is filed under Article 226 of the Constitution of India, seeking for a Writ of Certiorari to call for the records from the 2nd respondent relating to the proceedings dt. 3.2013 bearing Ref.No.Na.Ka.A6/1142/2013 levying charges on the petitioner and the consequential proceedings bearing Ref.No. Na.Ka.A6/1142/2012 divesting the powers of the petitioner to the 4th respondent, quash the same as illegal, arbitrary, malafide, vindictive, without jurisdiction and contrary to the provisions of the Tamil Nadu Panchayats Act,1994.
