2. It is well settled that Form-III notice should be preceded by Form-II notice. Since, in this case, such a form was not given, the impugned Form-III notice is quashed. Liberty is given to the sixth respondent to proceed as per law.
3. The sixth respondent is directed to strictly adhere to the procedure laid down in T.S.Senthil Kumar -vs- Government of Tamil Nadu reported in 2010 SCC OnLine Madras 1347.
4. Accordingly, this writ petition is allowed. Consequently, connected miscellaneous petition is closed. There shall be no order as to costs.
